      Add partial date/time types to dADL. Use a form which deviates from ISO8601, but which is
      safer to parse. Where ISO would allow "12" meaning "12 pm", this proposal uses "12:??:??".

      Description

      Currently the dADL syntax in ADL does not support partial date/time values which are
      allowed by ISO8601, and are needed for assumed and default values in ADL for partial
      date/time pattern constraints in cADL, such as YYYY-MM-??.
