Pablo, it is both correct and deficient. Clinicians really want to know the state of the instruction overall, but the instruction is made of Activities, and in openEHR, it is at the Activity level that the state machine state transitions are recorded. The state of the Instruction is determined by an algorithm mentioned in 126.96.36.199. There is some better version on the wiki.
Could you also raise a PR for this at https://openehr.atlassian.net/browse/SPECPR - maybe put a note about improving the text to make it clearer that the clinician's view is to do with the whole Instruction, but that computationally this is derived from the states of the Activities (note that in the real world, at least so far, nearly all Instructions have only one Activity).
