Properly define details of normalised serialised form for digital signing purposes

At least two details of a normalised serialised format need to be defined in order to ensure digital signatures and hashes work as expected:

  • case of country codes, territory codes and other similar codes - e.g. encoding codes; apparently both UTF-8 and utf-8 are legal for ISO

  • short or long form of ISO8601 dates and times, i.e. 1993-04-21 12:15:00 versus 19930421121500 which are both legal in ISO8601 and openEHR
