New CKM User interface

The screenshots below have been taken from the Ocean test server. All the content is derived from a set of test data.

They indicate the range of views that will be available for different roles - in this case:

1. An unregistered user who is just browsing CKM - the focus is on providing information and context about CKM and the community activity in general.
2. A registered user - the focus is on providing relevant information for them to participate in CKM community activities such as reviews and discussions.
3. A clinical knowledge administrator - the focus is on providing them with the critical information to govern, maintain and coordinate activity in CKM with a distributed group of editors.
