Proposal to rename ‘latest’ specification tag as ‘dev’ (or 'draft')

This is needed to avoid confusion between an approved changes vs a draft change. It also has a positive impact on spec packages and their dependencies.

Group was agreeing no the proposal; suggestion is to use ‘draft’. @Sebastian Iancu will further work it out with analyse and implementation on specification website.

Status update

@Alex Vidrean discovered a lot of breaking changes in the repository; there is a new PR in draft trying to fix all the tests; @Alex Vidrean will try to finish it, but he is doing that independently.

3 milestones suggested by @Alex Vidrean :

1. all tests are running

2. decouple from EHRBase

3. more tests

Alex will continue, later will be supported with review by Better; perhaps @Pablo Pazos and/or Cambio can also get involve.

Update on work with @Sidharth Ramesh :

Starting the WG

@Sidharth Ramesh and @Sebastian Iancu will transform this specs into asciidoc format.

There is going to be a new page on ITS-REST for SMART. Suggestion is to release it as soon as possible and not wait too much in the first iteration to have all the aspects solved. Future iterations may improve the specification later (like those around demographic or episode concept).

Eventcloud will get a new ITS-EventClouds repo, while the abstract specs of events will go into SM.
