ISM_TRANSITION and INSTRUCTION_DETAILS classes are useful for organising the
attributes of the ACTION class and getting the cardinality right. Making these
locatable means that they could be archetyped and it is necessary to create a
node_id and to know it to reference any of the attributes. I can see no advantage
of this and I think the ACTION class should use fixed paths to access these attributes.
