Minor date/time corrections

Description

Currently the openEHR Support IM assumed date/time types, based on ISO 8601:2004
contain restrictions that may cause interoperability problems in the future, including:

  • 4-digit timezones are specified, but 2-digit timezones are allowed in HL7 data
