Currently the Reference Model Data Types specification indicates that the value
of a DV_ORDINAL can only be >= 0. However in the course of achetyping common
types of values such as tumour assessment, use of 0 is common for 'normal',
and '-1' for 'not assessed'. In general there is no reason to disallow negative
ordinal values.
