It is important not to leave a choice here, at least not for OpenEHR compliant CDRs.

It is more correct to say that the choice of code system is up to the implementer or implementing community. If openEHR CDR implementers want to use the old coding system, that’s fine. But other users of ADL2 / AOM2 will not a priori make the same choice. I’m unclear where it is to be stated as some sort of ‘default’ - that’s a community choice, nothing to do with the standard.
ADL2 was initially released with code system using id-codes, at-codes and ac-codes. As this proved to hinder its widespread use in the openEHR community (due to its impact on existing openEHR RM data), a code system matching the one used in ADL1.4 should be introduced in ADL2, using just at-codes and ac-codes) as the openEHR primary code system.
The new coding system should also carry original ADL2 id-codes in its archetypes as alternative codes.
