Improve REST Api crosslinks

Description

REST specs should have a better crosslinks so that navigation between different pages are more user friendly. Also, version numbers and types should be reviewed.

I'm a bit confused with the versioning of the REST API. On https://specifications.openehr.org/ 1.0.0 is listed and links to a 1.0.0 document but clicking on e.g. EHR in the middle shows me a 1.0.1 one (see https://specifications.openehr.org/releases/ITS-REST/latest/ehr.html). On the github project there are also only two official releases, with the newest being 1.0.0. So what's the policy here? And I was also looking for some kind of change log. If there's no real 1.0.1 yet that would explain why I couldn't find a log, but is it planned to document the changes of releases?

Not sure if it’s related with this ticket, when clicking on EHR, on the left side menu, the EHR, EHR_STATUS and COMPOSITION components appear collapsed, while DIRECTORY and CONSTRIBUTION appear open. Shouldn’t all be open or collapsed?

The only improvement i might suggest is that most links that are not internal should probably launch a new tab.
