From the SEC meeting it seems most implementers set default "modification" change type for the audit associated with the contribution. IMO that , is compliant with current specs, but is not an elegant solution.

AUDIT_DETAILS.change_type is mandatory, while that should be empty for CONTRIBUTION.audit.change_type, since the change type is per VERSION.
