Support organisational units and/or groups as possible principal_performer of task.

Description

Currently TASK_PARTICIPATION doesn't cope with the idea of 'oncology department' or 'team Blue' (DIPS). We could widen the definition of performer, which is of type PARTY_PROXY to deal with this however.
