Following the requirements from Moscow, which are most likely to be generic (and DIPS confirm a similar requirement), there is a need to support the following:

enable a 'document' (i.e. a form containing a data-set, in the usual way) to be progressively built over a number of Tasks, with commits on the way of the partial contents due to each Task, and then a final 'complete' commit on some particular Task designated as the one that finishes the form, also (optionally) signs the content in a medico-legal sense (= openEHR attestation).
